A BILL making a supplementary appropriation from the balance of
moneys remaining unappropriated in the state fund, general
revenue, for the fiscal year ending the thirtieth day of
June, one thousand nine hundred ninety-seven, to the
department of education, account no. fund 0313, fiscal year
1997, organization 0402, in the amount of one hundred
thousand dollars, all supplementing and amending the
appropriation for the fiscal year ending the thirtieth day
of June, one thousand nine hundred ninety-seven.
Whereas, The governor, by executive message, has increased
the revenue estimates for the fiscal year one thousand nine hundred ninety-seven; and
Whereas, There now remains an unappropriated balance in the
state fund, general revenue, which is available for expenditure
in the fiscal year one thousand nine hundred ninety-seven;
therefore
Be it enacted by the Legislature of West Virginia:
That the total appropriation for the fiscal year ending the
thirtieth day of June, one thousand nine hundred ninety-seven, to
the state department of education, account no. fund 0313, fiscal
year 1997, organization 0402, be supplemented and amended by
increasing the total appropriation by one hundred thousand
dollars in a new line item as follows:

The purpose of this supplementary appropriation bill is to
create a new line item in the above account for the establishment
of educational programs for foreign students and to provide an
appropriation from the state fund, general revenue, in the amount
of one hundred thousand dollars to fund the program for the
fiscal year ending the thirtieth day of June, one thousand nine
hundred ninety-seven.
